JackRabbit does more than sell internet. We help build the digital infrastructure El Paso families, nonprofits, seniors, students, workers, and small businesses need to participate fully in modern life.
From free service for fixed-income households to digital literacy training and nonprofit connectivity, our community work reflects a simple belief: internet access should create opportunity, independence, and connection.
Project Overcome
JackRabbit Internet was selected by nonprofit Borderplex Connect as the implementation partner for Project Overcome, a broadband access initiative supported by a grant from Marathon Petroleum. Through the project, JackRabbit provided free internet service to over 150 fixed-income households in El Paso, primarily serving senior citizens and individuals with disabilities. The initiative helped residents who had long faced barriers to reliable home internet gain access to essential online resources for healthcare, communication, education, benefits, and daily life. For JackRabbit, Project Overcome reflects our belief that internet access is not just a utility, it is a connection to dignity, independence, and opportunity.
Digital Bridges Program
Digital Bridges was a community initiative led by Workforce Solutions Borderplex (WSB) to expand internet access and digital literacy across the Borderplex region. JackRabbit Internet was honored to serve as a core implementation partner.
Together, we connected over 30 low-income families with free home internet, provided laptops, and delivered hands-on digital literacy training to help participants confidently access education, employment, and vital online services.
This program exemplified what’s possible when local organizations join forces to close the digital divide — combining infrastructure, education, and long-term support to make meaningful change.
Rancho Escondido
We provide free high-speed internet and full-property mesh WiFi to Rancho Escondido, a nonprofit offering therapeutic horseback riding for individuals of all abilities. Our outdoor WiFi helps ensure both staff and guests have reliable connectivity across the 18-acre site.
Mamacitas Cibernéticas
We assist Mamacitas Cibernéticas in providing bilingual instruction on digital literacy – helping senior citizens in Southern Doña Ana County gain confidence and skills online.
Camp Kaleidoscope of El Paso

Robert Chacón
Founder & Network Architect
Robert founded JackRabbit Internet after watching his hometown get left behind by big telecom. With deep roots in El Paso and a lifelong passion for networking, he designed JackRabbit’s infrastructure to deliver the kind of fast, responsive, and reliable internet the Borderland deserves.
Beyond JackRabbit, Robert leads LibreQoS, an open-source network performance platform used by ISPs around the world to reduce lag and improve the customer experience. He brings that global engineering expertise home to El Paso, building a local network focused on fairness, reliability, and real-world performance.
Tristan Frescas
Co-Founder & Operations Manager
Tristan sets the standard for how JackRabbit treats customers. With more than 12 years of customer service experience, he understands that reliable internet is not just about signal strength — it is about showing up, solving problems, and treating people with respect.
From late-night service calls to carefully walking customers through a new streaming setup, Tristan brings a level of care large providers rarely match. He is also known for his clean, precise installations, making sure every cable is routed properly, every detail is handled, and every customer’s home or business is treated with pride.
Luis Estrada Aguirre
Cyber Security Instructor
Luis helps connect JackRabbit’s technology with the people and communities it serves. His work focuses on digital inclusion, customer education, and making sure internet access translates into real opportunity.
Through partnerships with Workforce Solutions Borderplex and Mamacitas Cibernéticas, Luis teaches hands-on workshops that help seniors, families, and new internet users build confidence online. A UTEP Computer Science graduate, Luis represents the next generation of El Paso tech talent: skilled, community-minded, and committed to building a digital future that is inclusive, accessible, and secure.
